. we are at the moment when not just newly-elected senators, but un incumbents are looking to get their assignments and what kind of work they are able to get done as senators. after the basic question of whether or not you can get elected, your assignment once you're in the senate is the most important thing about a senator's power in terms of what kind of impact you can have in d.c. if you want to influence policy in the senate, step one is get elected. step two is get on the right committees, and step three is try to take over your favorite committee. try to become the chair. both parties have their specific rules on how the assignments are made. the republicans have a term limit rule for being chairman or the top ranking republican on a committee. after six years, you have to roll over. you have to move on to a new place unless you can get a special waiver to stay longer. the democrats don't have that strict kind of rule. if you're a democrat, once you have become a top democrat, you can remain the top democrat as long as you can keep winning reelection. but for both parties,

vote we're grateful they got out and voted. no doubt. to me there's something really un-american about this whole process. it's ridiculous to force moms and dads and students and workers and elderly folks to wait four hours to cast a ballot? it turns out minorities suffered the longest waits. the afl-cio reports that minorities were more likely to wait at least 30 minutes to vote. 22% of african-americans and 24% of hispanics waited the longest. threat one election official is now apologizing. these were the early voting lines at lee county election headquarters in ft. myers, florida. on election night some voters were still in line long after the polls closed. the last ballot was cast at 1:30 a.m. in the morning, that would be on wednesday. here's something we haven't seen before. the election supervisor gave this emotional apology. >> i want to close by apologizing to the voters of lee county county, to those who waited in long lines -- excuse me -- during eight days of early voting. to those who waited in long lines at the precincts, and to those who got discouraged and left w

, weirdest measurements is consumer confidence. it's an un -- not an unemployment rate or a number of homes purchased. but it is a number. not one we can agree what we're measuring. we told you in the last segment, the consumer confidence index for october was 72.2. the highest in more than four years. it was based on a monthly sauer vase by a nonprofit organization called the conference board. get this. they're not the only ones with a number. according to a survey done by the university of michigan and thompson reuters, the consumer sentiment index is at a five-year high at 82.6 in october, 82.7 in november. whether you want to go with 72.2 or 82.7, you just got to ask out of what? out of 100? 82 what? it doesn't really work like that. it's like celsius and fahrenheit of consumer economics. all quantifying an emotion. really it's about how we as consumers are feeling. what tangible information can we derive from that. back with me making change at walmarts dan slad man. carmen wong and heather mcghee. carmen, what is this consumer index and why is it so important. >> when the index
